Kobe Nunobiki Herb Garden is Japan's largest herb garden, with approximately 200 varieties and a total of 75,000 flowering and herb plants. Twelve themed gardens of distinct character are spread across the hillside, where seasonal flowers and herbs bloom in a riot of colour. (If you get tired from walking, you can take a rest on the hammocks or in the herbal foot baths within the garden. In spring, you can even lie back and enjoy the cherry blossoms~)

Kobe Nunobiki Ropeway

ATOA Aquarium is located in the waterfront area of Kobe City. It is a theatre‑style aquarium that combines themes of aquarium, digital art and stage design. The venue features a total of 8 different zones, including areas full of fantasy and originality such as a cave and a spirit forest. Among these zones, there is the "MIYABI" area, a Japanese‑style world where visitors feel as if they are wandering through an ever‑changing Japanese garden immersed in the four seasons, and the "PLANETS" area, designed around Japan's largest spherical tank, enveloped by a curtain of light and music. Both zones allow visitors to step into scenes from films and stage plays and fully immerse themselves in an extraordinary experience.

In addition, during the period from 29 August 2026 to 3 November 2026, the aquarium will feature Japan's largest spherical tank art installation exhibition created by EiM, led by Mika Ninagawa and Hiroaki Miyata.

The installation artwork created by "EiM", a creative team made up of experts from various fields including artist Mika Ninagawa and Hiroaki Miyata, the thematic project producer for the Osaka‑Kansai Expo, will be exhibited at átoa.

The exhibition will be held on the 3rd floor "PLANETS" area of átoa. At its heart is Japan's largest spherical tank "AQUA TERRA". In this unique space, Mika Ninagawa, together with EiM, will create an entirely new space of artistic expression.

Meriken Park

It is a park located at Kobe Port in Chuo‑ku, Kobe City, Hyogo Prefecture, Japan. The park was built in 1987 on reclaimed land between the Meriken Pier and Kobe Port Tower. Kobe landmarks such as the Kobe Maritime Museum are also located here. To the north is the famous sculpture called "Fish Dance", and the central lawn features the "Hydrangea Bell", a bell tower built to commemorate the first Kobe Fashion Festival in 1990. A section of the eastern part preserves the area as it was after the Great Hanshin‑Awaji Earthquake.

Kobe Port

It is one of Japan's most important industrial and commercial ports. Since the Meiji era, it has been a district where foreigners resided, full of exotic charm. A dreamy experience of the Kobe skyline ‑ the ten‑million‑dollar night view from Mount Maya's Kikuseidai Observation Deck

Mount Maya is a 702‑metre peak located within the Rokkō mountain range.

From the summit, you can enjoy views of Awaji Island, Akashi Kaikyō Bridge and Shōdoshima Island. The night view from the observation plaza "Kikuseidai" is particularly spectacular and is renowned as one of Japan's Three Great Night Views.

If the Mount Maya observation deck cannot be reached due to winter road closures or route reasons, the alternative will be:

Mount Rokkō is located near Kobe. The mountain area is designated as part of the Seto Inland Sea National Park. It is an excellent spot for viewing Kobe's night scenery and is often referred to as one of Japan's Three Great Night Views.

Rokkō Cable Car（六甲ケーブル Rokko Cable Car）

(As the mountain roads are winding and the bus ride up the mountain can cause motion sickness, please experience the unique Rokkō Cable Car instead. The fare is at your own expense.)

Tenrandai Observation Deck（As the Kobe Rokkō MEETS ART 2025 beyond event will be held from 23 Aug 2025 to 30 Nov 2025, Tenrandai will charge 500 yen/person during this period. The fee is at your own expense.）

Tenrandai was named by Emperor Shōwa in 1981 (Shōwa 56). It is located next to Rokkō Cable Car's upper station and is one of the three most recommended night view spots on Mount Rokkō. (Open all year round, free admission, but charged during the art festival period.) Kobe's night view was rated as a "million‑dollar night view" in 1953 (Shōwa 28), so named because the electricity costs of the lights seen from Mount Rokkō exceeded one million US dollars per month (at the then exchange rate of 1 USD = 360 yen). Based on the electricity costs of the night view seen in 2005 (Heisei 17) per day (at 1 USD = 110 yen), the calculation exceeds ten million US dollars, earning the Kobe night view the even more impressive title of "Ten‑Million‑Dollar Night View". The view stretches clearly from the Wakayama direction all the way to the Akashi Strait!

Kobe Rokkō MEETS ART 2025 beyond ‑ Encounter rich nature and art

"Kobe Rokkō MEETS ART" uses the tourist facilities on Mount Rokkō as its main venues, offering opportunities to appreciate artworks in an outdoor setting. Since its inaugural edition in 2010, a total of over 520 artist groups have participated. The theme of this 16th edition is "Perspectives and Thoughts on the Environment", aiming to encourage people to pay attention to and reflect on environmental issues from broader and more diverse perspectives through the appreciation of the natural scenery and artworks of Mount Rokkō, a symbol of Kobe.
