Located atop Wushan Hill, the Chenghuang Pavilion Scenic Area is built upon the elevated platform of the original City God Temple site. Spanning from the Dongyue Temple in the north to the Twelve Zodiac Stones in the south, the area encompasses multiple structures including the Zhou Xin Temple, the Ceremonial Gate, the Wenchang Pavilion, the Stage, the Poetry Stele Corridor, the Stele Pavilion, the Ancient Tree Platform, the Wuyue Cultural Stone Carving Square, and the Welcome Pavilion. Centred on exploring and showcasing Hangzhou's historical culture and folk customs, it offers an excellent vantage point for overlooking West Lake and savouring the nostalgic charm of old Hangzhou.

The most visually striking feature at the scenic area entrance is the giant granite relief, "Wushan Scenery Scroll." Drawing inspiration from the traditional forms of folk woodcarving and integrating modern carving techniques, the artwork presents vivid and delicate imagery with lifelike figures. Set against the backdrop of the Southern Song Dynasty, with the City God Temple at its centre, the relief recreates the bustling and lively scene of the ancient Wushan Temple Fair. The tableau features antique‑style establishments such as tea houses, taverns, and local snacks, as well as folk artists engaged in music, chess, calligraphy, painting, storytelling, and ballad singing. It also portrays various characters from all walks of life, including Buddhist and Taoist figures, fortune tellers, and diviners, presenting a comprehensive depiction of local life akin to a three‑dimensional scroll of Wushan folk culture.

In front of the relief stand four towering pillars, whose design is inspired by the bracket set (dougong) structures of ancient architecture, featuring bold and powerful lines. These pillars serve both as decorative elements of the square and as a showcase of the unique strength and beauty of traditional Chinese architecture. Opposite the entrance, a striking bluestone screen wall catches the eye, engraved with the four characters "Wu Shan Da Guan" (Grand View of Wushan), collected from the calligraphy of Emperor Kangxi of the Qing Dynasty. Standing 3 metres high and 17 metres long, the screen wall exudes an air of solemnity, adding a rich imperial cultural heritage and classical elegance to the scenic area.

Within the scenic area, the Zhou Xin Temple houses the statue of Zhou Xin, the City God of Hangzhou, embodying local folk beliefs. The Wenchang Pavilion embodies the aspirations of scholars and students seeking academic success. The ancient stage frequently hosts traditional opera performances, recreating the festive atmosphere of old Hangzhou temple fairs. The Poetry Stele Corridor and Stele Pavilion feature inscriptions by renowned masters from various dynasties, chronicling the thousand‑year cultural legacy of Wushan and West Lake. The Wuyue Cultural Stone Carving Square showcases the historical heritage of the Wuyue Kingdom, complementing the adjacent Ancient Tree Platform harmoniously.

Overall, the Chenghuang Pavilion Scenic Area is not only a prime elevated spot for overlooking the panoramic views of West Lake and the entire city of Hangzhou but also a cultural park that integrates ancient architectural remnants, folk culture, carving art, and historical stone inscriptions. As visitors wander through, they can observe the reliefs to learn about local customs and historical changes, as well as appreciate the stele inscriptions to savour the deep cultural heritage. Amidst every brick, tile, stele, and image, one can truly experience the profound historical accumulation of Wushan and the rich charm of Hangzhou.
